To provide additional guidance regarding the actions directed in Refs (a) through (h) for Navy service members who requested religious accommodation from the COVID-19 vaccination requirement. These service members were certified by the U.S. District Court order in Ref (j) as members of a class action in the case of U.S. Navy SEALS 1-26, et al., versus Secretary of Defense Lloyd J. ALNAV 021/22 DON Transition to Enterprise Task Knowledge Management Software Solution - Announcement Ref (a) DON Assistant for Administration Memorandum, Subj: New DON Task Management System Way Ahead, dtd 19 Jan 2022 This ALNAV announces the timeline and plan for transition to a new Department of the Navy (DON) Task Management System. Per Ref (a), the Office of the Secretary of Defense directed the DON to convert from the current system, the DON Tasking, Records, and Consolidated Knowledge Enterprise Repository (DON TRACKER), to the Enterprise Task Management Software Solution (ETMS2), commonly referred to as Task Management Tool (TMT). Ref (a) authorizes Combat Zone Tax Exclusion benefits for all military personnel in Turkey retroactive to 13 Apr 2022 who were serving in direct support of military operations in the Arabian Peninsula combat zone. b. DJMS tables are currently updated to recognize CZTE coding for Turkey (81), which should be used when service members enter the designated areas of Turkey. c. Field activities are encouraged to inform and assist all eligible members of this entitlement who may have been assigned to Turkey in direct support of military operations in the Arabian Peninsula combat zone since 13 Apr 2022 and did not receive the CZTE. d. PPIB 22-08 Single BAH Policy Clarification Ref (a) Assistant Secretary of Defense Memorandum Clarifying Housing Allowances for Members Without Dependents dtd 31 March 2022 The purpose of this message is to disseminate the policy clarification outlined in Ref (a) for members without dependents who elect not to reside in government quarters. Synopsis: This change clarifies that: Members in pay grade E-6 or above must make their election not to reside in Government quarters aboard the ship while the ship and/or the member is/are at the homeport or in a maintenance period; Housing must be maintained at the homeport during periods of deployment for housing allowances to continue; and An approved election from the prior permanent duty station (PDS) may continue if reporting to a deployed vessel with the same homeport as the last PDS/homeport. This approved change will be recorded on the DTMO website pending publication of the next DoDFMR, Volume 7A, Chapter 26 under “Approved DoD FMR Changes Pending Publication”. 4. PPIB 22-12 Partial Dislocation Allowance Policy Change Ref (a) Joint Travel Regulation Chapter 5 Para 050508 Governing the Payment of Partial Dislocation Allowance (PDLA) Upon Occupying or Vacating Government Quarters This PPIB announces a change to Partial Dislocation Allowance (PDLA) eligibility policy, effective April 27, 2022. Policy change: This change authorizes PDLA for Sailors ordered to occupy or vacate Government Quarters due to privatization, renovation, or any other reason for the Government’s convenience and expands applicability beyond family-type government quarters. However, PDLA is not authorized if Sailor relocation is between unaccompanied housing units. This provision does not apply to Sailors ordered to vacate or occupy Government Quarters prior to the effective date of April 27, 2022. Public Private Venture (PPV) housing is not considered government quarters so provisions of Ref (a) do not apply. E.
